Made a very clear job offering requesting a licensed electrician to do some minor commercial work, he said he could do it under another person's license. He then refused our standard payment process of 1/3 up front, 1/3 on completion of rough inspection, and 1/3 at final cut in. Unprofessional and illegally operating under another contractors license.
