  They claim they sent us our last water bill, but we never received it. We were told to process the payment through a third party, which we did. A year later it was taken out of our tax refund, despite them never notifying us that we had an overdue balance. The woman who answered the phone was completely unhelpful, stating it “wasn’t their responsibility, because they sent a letter”. So glad we are out of Portsmouth.

  I have been trying to report a raw sewage leak for TWO days now. No one answers the emergency number, so I called 911. Emergency dispatch was unable to contact anyone in public utilities. What the hell am I paying real estate taxes for? No wonder people don't want to live in Portsmouth.

  Wish I could give this 0 stars. No one answers the non emergency number. It's ridiculous. They need to clean house and hire people that want to work! Will be reporting this to head management!
